I had 6 hours before a flight and a suitcase I did not want to drag around Seoul. A staff member pointed at a counter two floors below the platform. The bag went in there and I did not see it again until Bangkok.
Seoul Station has a City Airport Terminal on basement level 2 where you can complete check-in, drop checked bags and clear
immigrationbefore you board the train. It is open to Express ticket holders only.

Check-in runs 05:20 to 19:00, with the counter closing at 18:50, and immigration runs 05:30 to 19:00. You must finish 3 hours before a Terminal 1 departure, or 3 hours 20 minutes before Terminal 2. Once you clear immigration here, you use a dedicated corridor at the airport.
What the City Airport Terminal actually does
Three things happen in one place: your boarding pass is issued, your checked bags are taken, and you pass immigration. All three apply only to international flights leaving Incheon on the same day. The counter sits on basement level 2 of the AREX Seoul Station, one level above the Express platform. You scan the QR code on your Express ticket at the gate to get in, which is why the service is closed to all-stop passengers. The cut-off is the part that catches people out. You have to be done 3 hours before departure for Terminal 1 and 3 hours 20 minutes for Terminal 2. That is earlier than the airport counters, and it is measured against your flight, not against the train.

⚠️ Not every airline and not every bag
Airlines decide for themselves whether their route can be processed here, and AREX asks you to confirm with your carrier in advance. Some items are refused outright: fragile sports equipment, musical instruments and anything longer than 150 centimetres. Oversized baggage is defined as 45 by 90 by 60 centimetres or larger, or 50 kilograms or heavier. You also cannot buy a ticket here. Arrive with a booked flight and a valid Express ticket.
The order that works
Three steps, and the first one decides whether the rest are possible.
Buy the Express ticket first
The QR code on that ticket is your entry pass. Without it the gate on basement level 2 will not open.
Work backwards from your flight
Subtract 3 hours for Terminal 1 or 3 hours 20 minutes for Terminal 2. Be at the counter before that moment.
Clear immigration before you board
Do it here and you walk a dedicated corridor at the airport instead of joining the main queue.
Working out whether you have time
AREX publishes one worked example that answers most questions. For a flight leaving Incheon at 17:00, you can be processed here between 05:20 and 14:00 if you fly from Terminal 1, or between 05:20 and 13:40 from Terminal 2. Move your own departure time into that shape and you get
your own last possible hour. Two limits apply at once and the earlier one wins. One is the 3 hour rule tied to your flight. The other is the counter itself, which stops accepting passengers at 18:50 no matter how late your plane leaves. A flight at 23:00 cannot be checked in here at 20:00. For an evening departure the airport counters are the only option. What you gain is not really time, it is freedom. Between dropping the bag and boarding the train, the city is yours without a suitcase. Seoul Station sits on subway lines 1 and 4 and the airport train leaves from the same building, so you can leave your luggage at 10 in the morning, spend the day in Myeongdong or Bukchon, and come back with a small bag. The station has also been rebuilt around this idea. There is a numbered queue system so you sit rather than stand in line, and self-service scales where you check your bag against your airline allowance before reaching the counter. If your bag is over the limit you will find out there, with time to move things around, instead of at the airport with a queue behind you. One caution worth repeating: this only works for flights departing Incheon the same day. It is not a left-luggage service and it is not available the night before. A few practical details make the difference between a smooth morning and a wasted trip. Arrive with your passport and your booking reference, not just a screenshot of an itinerary. The counter issues a real boarding pass, so everything an airline desk would ask for applies here too. If you are travelling as a group, everyone on the booking needs to be present, because immigration is part of the process and cannot be done on behalf of someone else. Think about what stays with you as well. Once the bag is gone it is gone, so anything you want for the rest of the day comes out before you hand it over. Travellers regularly check a coat in the morning and spend the afternoon cold, or pack a phone charger into the hold and run flat by dinner. Finally, leave more margin than the rule demands. The 3 hour cut-off is the last moment you may be processed, not a target to aim at. The train itself takes 43 minutes to Terminal 1 and 51 to Terminal 2, and it does not wait. Finishing by mid-morning turns a tight schedule into an ordinary day out.
